College and high school student filmmakers from California, Arizona, Nevada and Oregon can save $10 on submission fees by submitting their short films by the December 15, earlybird deadline. The Student Film Festival will be held March 17 at the Grand Theatre Center for the Arts in Tracy, California. For submission rules go to grandfoundation.org/events/film.
